assuming you're playing for aesthetics, I'd focus on trying to get a theme going with the buildings, make things look like they belong in the given context

You can have neighbourhood themes separately, dense downtown, more spaced out suburbs, a small town that got absorbed, just for any given spot in the city try making it fit in with the rest

When I completed my city in online, I realized that I would no longer be able to go in and build something new, I didn't even want to go in anymore. I had another city on the same server, but I deleted it (I don't remember why, but it was also completed)

Then I realized that I was building outright stupidity. The streets were too wide for a fairly shallow map. The city is still there, but you probably won't like it.
