So I manually built TT res and some TT commerce, but after a while all TT indicators (evven industrial are down, and some of the TT houses are missing pops. Why is that?
Does the game simulate an external nation where T,TT,TTT pops move in from? Or are all pops just spawned T pops that get promoted in your city? If the latter, then that would mean that I need a sepeare region with some T buildings, just to promote to TT, (and so forth for TTT). And how long do they take to promote? Years? Months?
Otherwise, does the game model around a fixed pop wealth ratio i.e. 50% T, 30% TT, 20% TTT. It doesn't seem so, as I don't have any T pops left in my current city (but also no TT demand either, so building any TT buildings doesn't help at all...)
