I just actually have this idea, if you don't mind:
Make 2 Passenger-Areas and 3 Cargo Areas.
Tbh depending on assigned ships you want to assign and make a realistic-level space for it.

Then if ur gonna place some ships out, think of the routes, wind and water physics.

It would also be recommended if you have a coast guard station nearby the passenger and cargo Areas.

You can make it small or big for however you want- I would recommend it with the variation of sizes, by the mass of ships which are assigned to dock in the port.
