The issue i see is that you just added all the plots in a single line (the x axis) . When you add more plots to a region you have to keep in mind the region size. For example, a 12x12 size region. In here you can only fit plots with tiles that fit in that 12x12 size (more info about plot sizes here https://forum.theotown.com/viewtopic.php?p=15549#p15549). If you add more than it supports then it cuts offs. To avoid it, add also plots to the y axis. It's not a bug, you just were exceding the region size limit

Try not to make "square" zones. Ex: 2x2, 3x3, 4x4, and so on.
Build parking lots around those buildings (need plugin)
