Ikr, I haven't broken the rules yet. Literally the rules are have 1k population in 3 days, do not play sandbox or free mode (I play hard mode), and inactivity for 2 weeks will result in a city be deleted. I comply with the rules but got kicked some hours after I pay my diamonds and settle my city with 500 population.

Steam don't have IAPs and diamonds (You don't need them) and usually it have a better performance (But this depends of the PC), and also you have the option for generate "Even bigger" regions (Not supported in mobile versions because the generation is very CPU intensive, even my Ryzen 5 3400G CPU have difficulties generating it, this option also depends in your hardware), the only limit is in the region coins, in all platforms (PC included) you get some region coins (I'm not sure about the exact amount) by opening the game every day (The limit in there for keep online services stable), also no ads

Nope, but you could replace it with chain fences plugin. Just put a decorative tile like residential or commercial tile and put fences at the edge of it.
