There's that one place In your city that every car in the whole city passes through in that junction put around 3-6 tollbooths.It depends by what you want

This what the total number of tollbooths in your city should be.According to me

Small-8 tollbooths
Medium-12 tolls
Big-21 tolls
Huge- 26 tolls
Collasal-32 tolls
Giant-36 tolls

But don't put them at one place that isn't beneficial

Another thing don't increase hospital,fire departments capacity to 200% If you know your city isn't that populated.Put it at a solid 90% works best
