When the money from mining reaches about 500MT, all minable resource would deplete and run out, causing those alien artifacts become only viable income souce. Since version 1.8.45, there's an online mode in TheoTown. You can access it by tapping a button 'Online Regions'. There you can play on free regions, or access the locked ones with a password. Also, you can upload your own region, by tapping a '≡' button in main menu. But remember, it will cost some gems.

Also, for now, update isn't available for everyone. If you still haven't got it, just wait.
