Automatic laying is for a quick town.

Make sure all of your towns folk can get everywhere.

Like for instance

Your commercial can't get to your residential and vice versa. aswell as your residential and commercial can't get to the industrial district.

Hello there! No, the nuclear power plant is radioactive on its own. Residentials might not be very happy close to it, but trees and parks can reduce the pollution and radiation.

However, letting a power plant explode would not end very well. Radioactive rubble is expensive to remove.
