It was cuz the app didn't have storage permissions. If that's disabled, it'll use the internal storage.

And holy frick I did myself a justice transferring my old default region to my PC first, cuz it overwritten the old one with the new one, effectively erasing it in the process.

The experimental settings alone didn't work.
After toggling that option, I hit "Single cities" and it told me it had no access to enternal memory. Then I knew exactly what the problem was: App had no permission to the external storage in the ANDROID settings.
I could've fixed the problem this whole time via the Android settings.
@marsh mesa Also anecdotes aren't true. I have met friends & strangers that didn't think the settings were a thing until told & shown.
At least I knew settings were a thing. My problem just stemmed outside the game.
And I technically figured that out by myself.
But to summarize what the actual frick was happening, TheoTown wasn't using the TheoTown folder because it had no storage permissions.
