In my personal opinion, firstly, you can separate the zones for tall and low buildings into one zone each. Secondly, if you want a plugin that has short buildings but in a classic style, I have a suggestion to use a plugin called various USA styled buildings because there are many classic Brooklyn-style buildings and there are several short buildings.

When i build a city i usually start with a Highway or express way Is that good and i usually pick the +100KM Land Area and then just make terrain flat and no rivers and hills until i find the perfect seed then i reform the terrain
