Is this design choice because electrical wires take up space which would otherwise ruin builds?

If the bar is above the line, it indicates that people want to move in and therefore, you should provide more of that zone.

Does anyone know why this happen? I just uninstall Theotown for performance reason and reinstall it soon after that, i do not save my local data because i know i logged in with a Google Play Account that can save my plugins and local data from theotown.
(I know it because i've had it before and it works and all things are saved though i haven't play/install theotown for a long time).

But today it's different, the local cities and plugins aren't restored, even my diamonds and my unit city which should be saved is not there. Please if there's anyone know how to fix this kinda problem and help me get all my stuff back? ;-;
