TheoTown files are located under such directories:

I can believe no one else had this plugin that I am missing. It had a ton of road decos that you could place on existing rounds. It’s not mews, or advanced road as I have those. You could do lane blends, it had full curved lines etc. it was under terrain, the there was a ground tab and then under that it said road decorations. And there was 100’s of options. Ever since update I feel like I lost it. It was under a ground tab similar to the picture.

correction, it is

1. go to: \Internal shared storage\Android\data\info.flowersoft.theotown.theotown\files\regions\REGIONNAME.origin

2. open 0_0.city or whatever file is in there with a text program

3. the first line is readable and tells you the seed, the rest is mojibake, don't change anything inside the file and don't save on exiting the file
