Currently trains and other public transportation don't really do anything besides giving transportation happiness. Which pretty much means nobody is using the train and it doesn't decrease the numbers of private vehicles on the road. Thankfully the devs are working on an update (the transportation update) which hopefully makes trains and other public transportation useful
