Money really isn't that complicated. If you have the Military Content, it is simply to collect the 500K for the military base, place the 5 Missiles Silos, that will give you +50K and with that you can go building the layout of your city, doing terraforming if necessary, and be saving the progress.

In case a missile fails and affects you too much, then do not save when you exit and load the last saved one, and so on.

Once you have a lot of money, or an already established city, remove the Missiles Silos and that's it.

There is no stress about taxes, DSA earthquake, or anything else.
