Just disable the Join roads option because you have a lot of roads connected without much sense, and remove the traffic lights

The layout makes it so that you'd need to exit the main highway onto a highway ramp, before exiting that highway ramp again to join the highway leading to the border crossing

Any lost drivers would simply end up on the other highway instead of heading towards the crossing
