You can find your plugin, music, region and city files there as well as logs for debugging purposes.

The only buildings in your city are a few commercial buildings. Poeple can't live in these they are for businesses. You need to place residential zones or residential buildings so poeple can move in. You must keep in mind though that if you do go ahead and place residential buildings manually instead of the zones, you must place buildings with a single T value. Essentially you must start off with low income buildings since all cities in the game start with low income residents and it slowly levels up.
