Because, it adds nothing except annoyance. Its impossible to "balance". Its too easy to just use it for farming, and there is literally no reason you can't queue for a random duo/trio.
The only way that can make it work is the super irritating necro ... and putting 5/6* in 3 star lobbies.
What would be better is if Soul Survivor was the solo mode except instead of random equipment gathering, let players start with a loadout.
