There could be plenty of reasons. I for one, as an oce player, often play in Asia because oce is dead asf. At a certain time of day, a server may not be active.
People might also have friends in another server. They might be practicing their English. They might be sick of fighting certain people in their server who are beating them or have an unfun playstyle.
