It really depends on your loadout. You don't really need pen if your other gun already has it.

The status effect ammo types are nice every now and then but the inability to pen things with all of them, slower MV with two of them, 3 traits that heavily reduce their viability as well as Antidote shots turn one completely off just kills them for running them regularly
