Fire Rate is calculated by spending a minute literally only firing repeatedly, reloading to full, then firing again to see how many rounds you can put through. It takes into account reload speed, ammo capacity, and cycle rate together to create a comparative stat. It doesn't have in-game relevance that much. The Mosin's stripper clip reload boosts its RPM but its 1.9 cycle rate is slower than many other bolt actions, so in the moment where you need a second shot to kill someone, having 24 or 26 RPM just won't help while having 1.4 cycle time will.

I think it mostly comes down to preference, but Mosin has less clunky mechanics overall. They're #1 and #2 in the entire game. You can't really go wrong
