Chances are it was just as bad for them, but it's hard to tell what other peoples connection look like when your own is freaking out. The main way I've known in the past is talking through VOIP, as that uses a different server from the game. The few times it's been super bad, I was able to talk to nearby enemies who confirmed it sucked for them too.

I'm on a 2060 Super aiming for 1080p 60fps so idk if my settings will be helpful but I keep VRAM at 80, object and texture quality at very high, texture filtering at 8x, anti-aliasing at SMAA 2TX, then lighting quality, global illumination, and shadow quality at medium, and everything below that at high (edit: except for view distant vegetation, which is at medium). The lighting system is definitely one of the bigger hits and reducing it doesn't look so bad compared to reducing object and texture quality.

Hudsight is an advantage, it helps you re-center much quicker from a full sprint, more so in Hunt it takes a while when going into ADS for the iron sight to align center, but you can still fire before that it have aligned 100%.
