Doesn’t always work, but I flick the tweak button on and off a couple time, then try it. If you can boot into a nontweaked mode then download a command line app and type: su, then type: alpine, then paste this: rm /.disable_tweakinject && killall backboardd
That should boot you into tweaked mode

It might be a caused by malware, I had the same issue. A dylib called “MobileSafeMode.dylib” had to disable it via iCleaner.
