Ok so, scratch everything from before. Trying to download apps that offer an older version on 5.1.1, 6.1.3 and 6.1.6 always results in "Unable to download application. [App name] could not be downloaded at this time" prompt. Checkmate, Store does not fix this on any version.

If you mean Reset All Settings, no it won’t.

@honest pulsar try rebooting into no substrate mode, this happens all the time for me. Get iCleaner Pro from Cydia once rebooted, open iCleaner Pro, disable ALL tweaks, even substrate safe mode, press apply, press on yes, once resprung, reboot normally. It should boot normally again. Open iCleaner again and enable all substrate addons and press apply then press yes. Do not reboot once resprung, it should be normal except all your tweaks are working.

Another option would be to update to 9.3.5, jailbreak with Phoenix, and debloat it
HideMe 9 especially will do wonders, hide "label shadows", icon labels, page dots, as much as you can, and the UI will be smooth again
Then NoBlur, NoLiveClock, and NoMotion will add on top of that. Finally, NoSlowAnimations at 70-80 will work well, and won't extend the splash screen for too long
