connect to me means so that I can turn on and off an outlet depending on humidity from the info my Mi takes in
and I assumed that any Zigbee device could connect to another.
but I think I am wrong and I would need to connect them both via a larger system like home assitant?

Hubs are locked down and only support what they support, you can't use them as a general purpose Zigbee coordinator

Not really learn to program, but yes, buy a good #zigbee-archived coordinator and then learn HA
There are plenty of bad choices of Zigbee coordinator - the #zigbee-archived channel can guide you to the better choices

You can run Home Assistant on almost any vaguely modern computer
I run it on an 9 year old laptop, others run it on a Pi, an oDroid, PC, Mac...

They're really talking to the computer, and it's then passing on a different message. Think of the computer (HA) as a translator for the different languages each devices "speaks"
The humidity rises, and the sensor sends that information to HA. HA then goes ah, I've been told that when the humidity goes above 80 I should turn on the fan so it sends the turn on command to the fan
