Heh, weird. What version of Windows? XP, Vista, 7, and 8 support IPv6, but only get addresses via DHCP6. Windows 10 added support for RA.

Android is the one I have the most trouble with, because Google STILL hasn't implemented DHCP6 support...

I eventually set up hybrid DHCP6 + RA so Android devices would pick up v6 addresses at all, but they're literally the ONLY thing that needs RA on my network

I believe we should all make efforts as individuals to do better... but it's actually a small number of businesses responsible for almost all of the waste/pollution worldwide. It doesn't matter what we do, it's a drop in the ocean compared to big business.
