I created two buckets for each site. A 'maintenance' bucket and an actual site. I think I can have both tied to a single Cloudfront distribution, and change the 'Behavior' to point at the alternate bucket.

I think you just point your DNS records at your distributions. You could update your DNS records to switch too... the DNS records propagate pretty quickly unless you've given them silly TTL's.
