Might be worth finding out where the towers are and experimenting with directional antennas. Assuming you can get them to give you a modem with antenna connectors that can bypass the built-in antennas...
Also might be worth finding out of there's anyone doing FTTH in the nearest significant city and try to get them to quote a buildout. It'll be $$$$ but probably cheaper than Spectrum. Rolling out new copper just for DOCSIS seems insane to me anyway

Obviously you can't measure the frequency of the wave itself, you have to localize the measurement to a fixed point, like the source. And also extrapolate it to infinite time if you want an exact measure. That doesn't mean frequency isn't a valuable discretization.

This depends on what you mean by measurement. What information would you need to recreate the sound? Would time and frequency content do it? Then that is as good a system of reference as any which is orthogonal in the same value space.

Now, most sound is not perfectly periodic, and therefore the peaks will not have the exact same distance - is that maybe what you're talking about?
