I think they all left their guarding/resting posts near the antennas and instead just decided to kill me straight away, without waiting. This is kinda confirmed by the fact I met nobody inside the base's walls

Also, in my opinion this map (especially this place in particular), before turning off the Brain Scorcher, is the most atmospheric and fitting place in the whole game. The look and sound of those antennas, abandoned research base around them, psi-emission effects combined with Monolith soldiers guarding the area around, make you feel very out-of-place, you know you aren't supposed to be here, that this is a forbidden place that usually kills or zombifies people trying to get close.
Night and weather effects, combined with the music, added in this mod also make it even better.
