You can still have Volumetric Fog. Like the culling system I'm sure there's ways you can prevent calculations for lighting in rooms you can't see, in fact doesn't culling just unloads rooms you wouldn't see and if you're too far away shadows or decreased in resolution
It is very possible to have Volumetric Fog in SCP:SL even as simple as an option setting if your computer can't handle the rendering.

This specifc scene you probably made is just a single room you have to keep in mind that Volumetric fog is global meaning it cant be culled by occlusion culling and by my visualization you have hard shadows those will increase the batches basically cutting your fps by 60% all of that in a single room

Those version of Unity had early version of such features making them unstable. They didn't become stable until 2022-2023
