It is the scps who should be punished and not humans because the scps are the stronger force. If each of your spawnwaves gets camped at the gates and this leads to dms eventually, all your risks of the last spawnwave who sacrificed themselves to try and damage the scps are now gone. And there's only 5 players on surface or so who have to fight the whole healed team

A lot of people would argue SCPs are at a disadvantage
