It's just an API you can call it with any language that lets you start an HTTP connection

Just... if you don't use a framework making a discord bot is a royal pain because you can only work with API calls and API-formatted JSON data
Frameworks make it easier instead of calling the API directly

For example if I want to ban someone without a framework I have to do (JS example):
