A bit of luck - I would use a red dot if you plan to try and get it in the facility, since the telescopics don't work very well there. If you're doing surface I would recommend a telescopic sight on your revolver. Usually I think some MTF will be standing near the catwalk near the Gate B elevator - try doing it there
