Let me chip in with my opinion here because I recently considered switching main game:

HLL has significant problems which will probably never be fixed, you call it Arcade, I call it problems:

• Arty-Recon meta is terrible
• Medic class is near useless
• Spawn system allows for entire teams to teleport behind enemy lines
• Gunplay is extremely poor (laser accuracy)
• Resource system is extremely basic and not engaging
• Game modes are pretty basic and have little functionality
• Armour is poorly implemented
• Loadouts are imbalanced to gameplay

But Squad 44 is severly unrefined and does not remotely look and feel as coherent ui, class and gameplay wise. In my opinion not worth switching yet.

This allow T17 to control the market and price and IS their main source of revenue, far beyond the sells of the game or DLCs.
One server with decent performance is >$500 a year

There's a few reasons why the server files are kept private. Some of the problems are solvable, for instance through a licensing system like Squad has, you are still left with the issue of progression. There is no good way to safely have progression systems without some trusted party guarding the keys.

The only solution to that would be to compromise and disable progression altogether on self-hosted servers. That's what Chivalry 2 has done for instance.
