Really that just means no yells for compliance, no flashbangs, no door kicking, and suspects not firing a single shot. Even with a slow mo mod slowing the game to 1/4 speed, it still took well over 100 tries

I don't have that issue mentioned above. I had 3 times that suspect used civilian or another suspect as a shoot through obstacle, after guy at rust belt eliminated his fellow in crime then he gave up.
Usually that diaouloge with : you messed up. They'll prosecute you for that, It'll be on you hombre, do you feel a hero now?
I don't have It cuz I use operators with skills that makes their morales shatter after doing dragon entrance into a room.
Have you tried smashing few times a door or shooting near him not at him?
From my experience they aren't so eager to give up when you do It solo without rest of the team.

Hide behind a cover. They doesn't stall with giving up anymore after some of recent patches. Do not use doors as cover. Odds are that suspect will just shoot through them.
If they stall for too long and gun isn't on the floor they won't give up. Just get out of their sight do a fast throw of flash /stinger so thet wouldn't rush you.
If they will be too close to doors then they will with lover stance leabe room and rotate.
Simetimes they kneel in surrender under influence of CS gas and you can't cuff them. Gas and its effects goes away and suspect gets up, pulls out a side arm, does 180° and shoots you point blank

I walked out because he was walking back trying to get behind cover which nearly guarantees a gunfight. By pushing I stopped him from walking back. I can't fit the whole clip without nitro but it made the most sense to stop him from running away.

And again IK HOW TO DEAL WITH SUSPECTS BY SPAMMING UTILITY, I was alone and was dealing with the one suspect. Again, I shouldn't be penalized for killing someone who tried to kill me.

I got it because some weapon mods wouldn't track when you do a mag check and those are mostly what I use anyways so it really solved that problem more than the syringe. though I do run a max enemies mod too (talking 83 suspects on port!) so having the syringe comes in handy too. just know though, the health and ammo text is on the screen at all times. I don't really know why or if it even can be only visible during gameplay or not

you don't have to download the screen debuff though. I actually prefer to keep it. getting hit mid gunfight, I prefer to end the fight first, then heal, but depending on where and by what I get hit by, that's not always possible or smart so the darker the red is, the more time I know I have until I absolutely have to heal
