Maybe a little late to the topic, but from my research on blueprints, the answer is that some work and some don't.
Some suspects are not designed to be "immune" to gas in the blueprint, but in the game their appearance is randomly generated.

The suspects were standing there and it doesnt seem as if they reacted to you at all. While this is work in progress and subject to change, I dont see how this is better than vanilla other than for training or practice.

I do have an AI mod but as far as I am aware it only affects suspects.

I believe that suspect has a specific model, hes a young looking dude with his balaclava up revealing his face, though it can be hard to distinguish him. He often spawns in that security room but ive seen him on the dance floor. You can shoot him and still get the objective but he must not be killed, so incaps should count as arrested. Safest way is using grenades or less lethals, a taser can really help since it actually has quite a long range and you can still take lethals. But yeah the map designs and suspect ai makes mandatory arrests a real pain.

I still think some suspects on neon tomb and relapse shouldnt be so willing to die, it adds so much more to their character than just being total fanatics. its just where I think variety could be done well, I always thought for neon tomb it would be good to have one primary suspect some college kid that joined the hand and has lower morale than the rest cause he got shit scared as soon as he actually took part in it, sorta like his anger left him blind to how he would really react.
Neon should definitely remain a challenging map with stubborn suspects, but when every suspect is stubborn it takes away from the tension and de-escilation and just becomes a shooting gallery, which I feel this game should not become

I agree that they should focus on cooler dialogs and interactions. I do think that a lot of work already went into this game. I'd really like a hotfix or mod that allows the player to shoot the sus in the head to get them to stop screaming once they are down. A tiny detail that ruins immersion when I shoot a guy he starts wailing, then I hit him again in the head 10x and hes still screaming for like 2mins. I also want body shots after they are downed to potentially cause them to make other noises. A big step would be to add some begging. "please dont shoot me again" my first half dozen playthroughs of Elephant had me emotionally wrecked, thats when I realized what void had here

Im thinking more purely from a gameplay standpoint, since the game is heavily based off of swat 4 which was quite subversive as a shooter since the objective was not to actually shoot and that was a last resort, but in ron it feels like shooting suspects is your primary goal simply due to how aggressive they are

Someone has to take the time to tweak the moral system. I've tried my best to set it at one and have most actions build it by .2-.4 I also reduced their stun health so beanbags stop them in one shot for 15 sec instead of 2 shots then 30 sec stun. The result is I get a decent amount of surrender if I try for it

what Im saying is, I think the tools are there, but its anyones guess or game how to tweak it, the devs leave it all at max accuracy and min reaction time

when less lethals should be a riskier tool that ensures a surrender, but with the right tactics you should be able to get the majority of suspects arrested on most maps even with lethals

one thing I think people get confused about whenever you mention how you should be arresting people more is that they expect you to mean suspects giving up straight away, but thats not what I mean, its just right now as soon as they see you they will shoot, they dont run, they dont hide, they will shoot and often flank or charge you with no sense of self preservation on any level. grenades rn are also super unreliable, often just not working, and the map designs really dont compliment ai teammates too well, mainly ones with wide open areas with no doorways or room to room clearing. If you walk up to a suspect on most levels and all you do is yell they should instantly comply, thats what grenades are for after all but they often times dont work

I believe the devs left in the training portion this kind of info to the side. So, the objective is to save all civilians and arrest all suspects. It is not to be shooting suspects all the time. I know that it is not always perfectly possible, many times it is you or the suspect, so it is better to be him the one who is shot. You have to yell for compliance, in game many times over (spamming). If they are with their weapons in the low ready position and you shoot them, you lose points. But if they point at you or at your team, or at a hostage, or shoot at you, then it is free game. Also, make good use of diversionary devices, like flashbangs, gas and stingers, then proceed to arrest them.

• When entering a room, keep your gun aimed at where a target's (vital) bodypart would be located. I see you're mainly aiming at the floor, which could've been a costly situation in real life assuming he had a hostage (and you) held at gunpoint.
• When moving around a corner you can also lean left/right to get an idea of the surroundings, instead of running in and exposing your complete body. This would've prevented you getting shot in the back too

For some reason they seem to always seem to spawn in the same areas. By following this path, it's almost possible to clear them out in under 3m (especially if your swat-npc team doesn't bug out and stops moving)
