Most of the neck counts as hitting the torso. FYI in that clip, you only hit the helmet twice. The 1st shot misses and hits the glass behind, the 2nd shot hits the helmet and it bounces the round, 3rd shot is also headshot and kills.
Helmets are RNG and have a random chance to block based on the incoming round and type of helmet. (Also there's no face hitbox, it all just counts as head)

I always assumed that the suspects have a detonator so they can run up to the police and time the explosion and since the civilians probably wouldn't willingly run to the police and explode themselves they used something like tannerite for the vests they'd put on civilians

As far as I can tell from testing. The only enemy that can 100% refuse to surrender is the bomber on Neon, but only once they start running at you and get within like 5-8m
And that's even after you move away from them. They seem to enter 'immune to surrender' state until they die

yeah there's two ways of doing that mission.

Front door, prob easier but longer.

backdoor, faster but a bit harder. However, you get a higher chance of arresting Brixley cause that room I recorded is one of two back entrances. Both back entrances lead to rooms Brixley can spawn in.
there's more security in the back of the building, but its faster. If you take too long with the mission Brixley will kill himself
Also, the background noise for the map includes gunshots so for first-timers it can be confusing if an NPC is shooting someone or if thats just the audio of the map

Sure you killed all the guys outside in the back, but now you're gonna waste about 10-20 seconds going up to the roof (rarely is anyone up there), and then into the office lobby.

Not fully clearing the lobby area is a big mistake and your two AI down there have several points where they can be shot from (side door behind desk, double doors ahead, or if a guy is in the lobby bathroom. A lot can happen in 20 seconds

Brixley has been alerted and if you didn't go through the back office or if he wasnt in there, likely to kill himself and you don't get to arrest him.

I have a mod to increase the hitpoints of AI teammates armour so they don't die in the first 10 seconds of a raid, I'm wondering if for some reason it's suddenly affected enemies too

I think it's definitely some mod or config file that got messed up, suddenly everyone has an immunity to bullets excluding headshots
