More update on USIA ground branch. The thing on the back is a jammer. (shamelessly stolen the idea from BPRE). I’m reconsidering giving him the ex-ANA sniper rifle, maybe I should have opted for a .338 gun instead which he uses to make long range assassination shots. Doing a public service, it might not be optimal, but this is the route that got me the S rank in two tries (took a lot of tries to nail down this route), here’s the key:
Yellow - Path you follow
Orange - Path you follow when it’s overlapped once, just for a little clarity on the route
Red - Path you follow when it’s overlapped twice, I did technically offset it to make it easier to see anyway
Pink - Just for extra clarity on showing that you’ve moved to another floor, down the bottom of the map
Blue - Areas you should just look at, you might have to walk into them depending on where your spawns are
Purple - Areas I told my swat AI to go to, usually this is because they’re big blindspots with a lot of potential suspects so I like to get the attention focused on them and then it’s target practice
Teal - Areas you should stop and look through, these are very useful vantage spots
0 - You can look through the railing on the catwalk here to see some suspects on the ground, usually outside the FISA office, you can shoot them through this railing pretty risk free, but be careful not to overdo it, due to the distance sometimes they won’t go down, so if you shoot more than 3 times without them surrendering I’d suggest moving closer or using stingers or whatever
1 - From here you have a great vantage spot by looking back through the stairs you’re standing on, as they have gaps between each step, you can look over basically that whole room, and you can easily shoot the suspects without any risk, I’ve never been hit once while sitting here, little note though, when shooting through the stairs, since you’re bullets come out of the gun model in this game, to stop them from going into the stairs hitbox, you have to aim at the tops of the gaps
2 - Just a little spot to see through the conveyor muck at a frequent suspect spawn

3 - There is a gap between the trucks fifth wheel and the trailer that you can shoot through, you get a good look at that big blind spot behind the truck while having lots of cover
4 - Good spot to look through the fence at some suspects
5- Same deal but a different angle

I've only ever had one (unreproducible) success with softlocked suspects and civs. On Neon Tomb, we sent out a civ to the exit. After bringing order to chaos, we went to tie them up but couldn't. I used a stinger 'nade and we were able to reset their AI enough to trigger a subdue interaction.
NB: I was not hosting, the host was dead and another player wasn't able to restrain them.

In short, usually you're screwed but it's worth a couple holy hand grenades and proximity shots near the person; otherwise you can only restart.
