Still lore wise, a whole police department is basically underfunded and scraping what is left for a mission is not realistic when you start a new game. The rewriting of the whole art direction is likely stems from VOID firing most of the dev team because they almost went bankrupt as the result of the Team 17 split (the cooperation is likely because of VOID was short on money, it's still a niche genre afterall and big and ambitious projects require big butget), and ezstreet drama is a separate thing.
