Ill help explain, I'm pretty sure that city officials in Los Suenos budged on wage increases for sanitation workers so they decided to go on a 4 week strike which explains the trash on the streets, and that's just one of the other things happening. Homeless everywhere, crime skyrocketing, LSPD and the city barely hanging on with result of the police station being so old. Not to mention the terriost attacks, substance use , corruption by an FBI agent, pedophobia, mindjot, poverty, climate change, as well as a bank security strike and water shortage. I think the lore makes some good sense and the devs did really good on it, I hope you understand the whole main plot of it now. :)
