Well here is what we have in terms of clues for the filename cipher.
-It is 2 step process
-It will spell out a sentence, most likely a key to something later
-It NEEDS to be solved, to make later clues possible/easier
-The number of zeros does not matter, but they may still be important.

• The file name is NOT a date. That was an coincidence
  -Someone tried Binary and was onto something. Unconfirmed if binary is an actual step needed.
  -We must think beyond just letter ciphers. It isn't just an x to number or x to letter cipher.
  -The cipher is simple, but not exactly easy.
  we also know that will y is part of the plaintext

If it's not a substitution cipher I'd guess it's probably some kind of math-y thing to do with the numbers, or it's some other kind of encryption (given the clue about binary, but could be decimal, etc.)
The 0s really stick out though, how could the number not matter, yet it's still important?
Only other thing I can think of is the image is a weird 2755x2628 res, (127 pixel difference).

I'm not sure where any of my face-combining things could even lead since it's all faces, but, at least a curious bit of info is that one of them does match.
The resolutions aren't quite the same (and I can probably do a few pixels more accurate than this if needed since I was just testing it out quickly) but the greenish face matches the neck and stuff pretty closely.
All the other faces are way off, they're closer in and have no neck.
(This is with brightness and contrast up just to make it a bit more obvious how it overlays cause it's quite dark otherwise.)

We find “will y”, I’m guessing the second word is “you”, and “you” is 79 6F 75 in hex, then I just backtracked till octal again and we end up with 36267565, which should be the start of the next set of numbers we should work with I guess

• "stand by the lost" easter egg (currently bugged?): if you stand next to the chair on the far right of the altar room in the pre-game lobby/HQ and wait for 1 minute, the clue audio will play
• clue audio = 2 things, first thing is "yankee doodle" played in reverse, slowed down, with distortion. it sounds weird and spooky. plays for about 1.5-2 minutes. second thing is 3 seconds of LOUD garbled audio that honestly sounds like you're on vc and someone's mic is fucked up
• if you turn off all in-game sound except FX and record the 3 seconds of noise at the end, you will see the "bank robber for what you seek - levels/lobby" text in the spectrogram
• "bank" is a pun on .bank file, which is the file formatting for the game files
• if you extract the game's audio files from Game/ReadyOrNotLevel/Menu_V2/Lobby_V2.umap, you will find:

i think the fact that the message is dec -> hex -> ascii, in addition to one of the earlier hints about binary being "on the right track", lend further credence to the idea that the filename is the integer representation of a bunch of ascii bytes. finding the correct integer representation will lead to successfully decoding it as ascii. however, it seems it can't just be octal -> hex alone

i tried interpreting the original filename as a number in base 8-36 and all of them looked like gibberish except base 8 (octal). gwynn has told us that "will y" is part of the plaintext. i feel like we're so close. we have to be missing something really simple
