Here's my thoughts regarding all of The Lost's clues so far. Look at the HOME, this would be our starting point. Trauma and disaster occurs, subject attempts to run away, to forget their past, to forget the memories that haunt them most. They seek asylum, protection, warmth. They wish the haunting would just burn away. But the trauma keeps coming back, no matter what. The subject becomes desperate, they look for an outlet in various places, eventually their desperation leads them to an addiction. Most likely drug-related. "There are no dead-ends" they say, "Cull the tumor" they say, "Fluorish." they say. Sounds a lot like a drug addiction to me. Eventually their desperation becomes even worse, they meet (presumably) the MLO. "Join us and blossom" they say, tying into the leitmotif of fluorishing.

In my opinion, there's a need for militarised police, I think it's a case of survivor's bias form the author of the article, since the game only exposes him to SWAT situations then he thinks the game is advocating for the militarisation of police, it isn't, it would be stupid for SWAT focused game to not be purely SWAT action, I find it a bit abhorrent that the Author doesn't even refer to the mission statement of Void which is "At Void Interactive we value the voice of our customers and partners and whilst this will not dictate our direction, we will allow it to smartly influence what we do. At its core, the game honours the work of dedicated law enforcement officers across the world and in no way intends to glorify cowardly criminal acts." The game only aims to try to teach people about the work SWAT units go through and the whole police force, the game penalises you for being reckless and not abiding to ROE, though not very well done now, changes in the new update intend on polishing it. Ready or not in no way supports police brutality as the Kotaku article claims, why add a grade? it's a fucking videogame, it wouldn't be fun without a way to gauge performance. Back to Carcosa, basically what's known about it from Chambers' work is that it's a spooky lost city presumably somewhere...else that something bad happened to in a play called The King in Yellow, details vague.
The story that talks about it the most is more about the narrator, who describes a maddened America ruled by an Imperial Dynasty in which he wants to ignite a second Civil War and reign as Emperor of the United States. The story heavily implies he's just fucking delusional or at least very unreliable after having both fallen off a horse and read The King in Yellow, and it's questionable if the version of America he sees is real or not.

While far, far from clear, I have a couple guesses. One thing I'm unsure if the "tattered souls" refers to themselves or not.
*The Lost may see themselves as "heroes", possibly related to "We will free you." and "Cull the tumor. Flourish. Burn." They may believe something needs to be improved to put it simply, quite possibly by violence. Regarding "Deaths Row", possibly connected to "Are life and death so different, in the end?" and "Our vow, our life, and yours, fading away." The Lost may have accepted that they will die. As "Deaths" is intentional, it may be regarding a series of (row) or large amount of deaths.
"Welcome, Brother" and "JOIN US AND BLOSSOM" might mean this is an attempt at recruitment, assuming these are both part of the same statement. The decoded bit seems aimed at someone who is not part of the Lost yet.
*"DO YOU FEEL LIKE A HERO" might be mockery towards the police force, and the "heroes" "on Deaths Row" might be the police or any adversary of the Lost, the "tattered souls" possibly being the scarring a police officer may go through. They may be appealing to the soul-scarred amongst the police/their enemies, implying that they will "blossom" and be heroes if they join the ranks of the Lost.

Looking through this ARG starting to piece it together and it's starting to make more sense. It feels very recruity (in-lore) almost towards police officers on page 27.
"Our vow..." (oath officer takes when sworn in) "...our life and yours fading away..." (perhaps referencing a dying profession or lack of appreciation) "Each flame Melting, dripping, dying." (Referencing friends/fellow officers dying?)
"We sing for them, we bleed for them, we mourn for them..." (police officers protecting people and being part of the community). "...Unwanted, buried, forgotten" (feeling like people don't appreciate their work, them dying on the streets their brothers being buried after encounters). "...Searching for home, to return." (searching for meaning in a portrayed bleak situation, a place to belong).
"Melting..." (I interpret as watching another officer die) "...I want to forget. Hold Me. Wait with me, for a while. Just for a minute. I'm not ready to go yet..." (Person 1 in the ARG is being asked to join a group with less than virtuous intent but is indecisive.)
