Crazy idea:
In the new evidence files, it mentions that Judge is like a machine waiting for commands and orders. At this point, it’s practically confirmed that he is also a sleeper agent and all sleeper agents have a handler of some sort… What if we, the player, are his handler? What if judge is simply a reflection of our consciousness, morality and soul?

Ok basically I decided to try running through New America multiple times to try seeing the different chatter that comes from MLO guy that hacked our comms (since I basically tried combing through this chat for a transcript about the "newly appointed TOC" that a certain person didn't even help me with whilst he hasn't pointed me in the right direction). I couldn't really get that far since I was doing this around 1 AM but this is what Judge heard so far from what I could suspect is the section leader for this MLO raiding party within the city hall.

Right now the reason why I was curious in finding more about the MLO chatter is simply to find motivations behind New America as well as how their speech just doesn't feel normal at all. I guess a good example that I am trying to look further into, and hopefully isn't just some overthinking, was the first image about "Satisfaction is hollow." It reminded me of Hollow Men by T.S. Eliot which looking at it again, I felt like there might be something within this poem. Here's the first part of his poem:

I won’t spoil so I recommend highly, doing it yourself

Looking back into the poem of the Hollow Men by T.S. Eliot and the assumed John MLO in the first picture talking to Judge, "Satisfaction is hollow. Let us fill that emptiness for you."

I could try making more connections with his other stanzas, hopefully trying to come to some sort of understanding with their abnormal speech. Here's some of my assumptions that I have gotten so far.

2nd Stanzas:
Eyes I dare not meet in dreams

There, is a tree swinging

Notes: The reason it caught my interest was because around lines 11-18, not that it mentions about the kingdom that is present within Eliot's speech but also of how he states about such disguises and "behaving as the wind behaves," like trying to blend into the crowd of sorts. This could be a resemblance that could be formed towards the actions of the MLO and the USIA, attempting to accomplish such goals whilst maintaining secrecy (The Three Letter Triad mission with the ongoing chemical weapons deal as well as the theory with Judge and his ties with the USIA). This could also refer to such a build up of events from the MLO which would lead them to doing what they have planned on accomplishing within the New America mission, with a few of the suspects seen wearing civilian/government attire which could indicate the MLO also doing an inside job beforehand.

Notes: The last few lines, with the mention of death's twilight kingdom that could be achieved by the hope of empty men, which is also the hollow men seen throughout the poem, can be a reference towards the MLO and the title of the last mission for the new dlc. This sort of achievement that can be made by hollow men (my interpretations being the sleeper agents of the USIA/MLO members) who could accomplish the goals towards bringing forth a newly reformed United States into what can be deemed "perfect" in a sense. I could add onto this idea of such reformation by looking at the first pair of lines, with the mention of the hollow valley and the "broken jaw of our lost kingdom" that is written. Going back to Ready or Not, it may be implied about the veterans of the Vietnam War in this timeline who have won, and this sense of greater nationalism that they are looking to achieve once again for reasons that may be unknown (possibly to start yet another set of conflicts but that's where I am going to end it there).

This is pretty much what I could gather so far, as well as make some interpretations and assumptions. This poem just happens to just hit close to home when looking back at Carcosa, the King in Yellow, as well as the MLO/USIA. Especially with the concept of such hollow men and the lost kingdom, seeing such great similarities. But overall, it might just be a big coincidence but hopefully there is something important being referenced.

Within TOC_MLO (Not the V2 set), if you give a listen to arrest_30 the MLO hijacker mentions to Judge about containment and how "they wrote about it ages ago." I suppose with the knowledge of the MLO and their deeply rooted connections to the USIA, it could be inferring to one of the U.S. policies back in the cold war known as the Domino Theory; a Cold War era policy which suggests that if one nation in Southeast Asia fell to communism (that being Vietnam), neighboring nations would inevitably fall towards Communist rule. This would eventually lead to the idea of containing this political threat through the means of having the United States deploy into Vietnam, in which during this timeline it seems that the United States were victorious. Overall, it could be an indication that the MLO has been established during the Cold War era as a means to keeping such political threats out from countries that the United States deems to have potential to which after that they may have been deactivated until the USIA decided to pick it back up and perform their LSD experiements (or it was maybe during the same time but I am not too sure).

I have a weird theory about a small game detail that could fill some gaps. It has some holes, but its just something I've been mulling over.

This promotional image has always struck a cord with me - this is clearly King, deceased, being clutched by Judge who seems to not be taking it well.

We know now that Judge lost a team in Nevada in 2017 - he was the sole survivor of some incident that caused him to leave the force and transfer to LSPD eventually.

Have you ever noticed that Eli, Swan, King, and Prescott are not available in 'Commander' mode? Could is be that these 4 were Judge's original team in 2017 in the lore (like how technically they were his original team in 2017 during development!) and were the ones that he lost? Maybe in the tutorial and Quick Play, Judge is experiencing some form of PTSD and imagining his old team?

Also you can find what I believe are unused voicelines, I do know they exist though, I saw them in a voice line compilation video, but the voice lines are for MLO commands like deploying shields and a couple other tools they don't use on A New America
