It's unlikely that the Elysium hotel was abandoned due to pressure from the MLO. It's most likely just a simple case of lack of investor interest and faith, and then the MLO came in and used it as a base of operations.

Ngl, the impression I got from listening to those tapes about the Elysian's construction was that the builder, while contractually obligated to his 'friend', was always going to back out and turn over the building to the MLO, because he was either always truly working for them and this was his way of disguising it, or was pressured into it by them.
