Yep this basically sums up the issues I have with this game. Why on earth do we not have a stagger or flinch mechanic? I don’t care if the suspect is out of the radius and was unaffected by the 9 bang, something did just blow up 9 times in the room with them and they don’t run for cover or flinch. They swivel to the player and fire….

In first few levels where there are only like low tier suspect which dont have proper wepons and armors I prefer JHP in others where they are armed well whit armors AP is better.

ap 9mm can only penetrate up to L2 armor, while jhp 9mm doesn't penetrate any armors, but can kill/incap in 1 less shot to the torso (on standard), and is much better on limbs too, so depends what the suspects are wearing as armor, if they have any

From what I got JUDGE (David Beaumont) was first a human who was first kind of a nobody at school, after school he studied to go to the militairy and was skilled, after the militairy he decided to study for law enforcement en he met his wife (Emily) Emily then requested David to go to Nevada (the place where the crazy USIA experiments started) He met a guy/friend of him who also did law enforcement (Evan I think) David describes him as a SHADY DUDE which means he has connections to USIA and the experiments. David was then experimented by the USIA, after that his wife left him. No trace, just gone. After his wife left him David was gone and JUDGE was born. He then got deported to LSPD at Los Suenos (The perfect place to test his skills) and the deporting was probably influenced by the USIA.

We also get the most lore of David in this ending. Outside there is A MAN WITH GREEN GLOVES watching JUDGE from outside, but disappears. JUDGE is probably gattering evidence to connections to the MLO and has no hobbies or purposes. He is basically almost not human, but a robot. He then got called by the Police Department and goes there.
