Sometimes a bug occurs where some civiies or suspects get stuck and won't move. They are unresponsive to (I believe) everything, at that point you have to restart the map

I go through the first room into the hallway, then out the side into that first room with a loading dock, go out and around the whole building and try and pick them off in the big room from outside, then go back around to the single loading dock and go up the little stairs into the upper room
