You will always get a penalty for shooting a civilian, no matter the platform, unless the game is modded to allow it

Suspects you can only kill without penalty if they are not actively surrendering/already restrained/etc

Basically you can kill suspects if they're an active threat

the AI in this game is notoriously unfair and not very good, the way i did it is run a 308 rifle and abuse the mirror gun, because the AI on this level is INCREDIBLY bullet spongy, and will trace you through soft walls, they also have alot of body armor on
