That has nothing to do with mode and is more a bug with the Ai

You can play hard mode on any mode really only reason you would play on CM is either achievements,dev watch or trait system

For replay mode you have to enable it in settings since it’s disabled by default. It’s under gameplay or the first tab whatever it’s called at the bottom.

100 stun buildup is required to stun a suspect

25 per pepperball on Standard and 18 on Hard

Pepperball gas effect does 50/sec on Standard and 25/sec on Hard.

These are additive, so in theory hitting someone only 3 times on Standard could have the gas effect stun them after.
