As a civilian, if you're on your feet you should be trying to retreat from someone trying to take you in a street fight.

Grappling, getting them down and restrained, or getting them off of you and on your feet to get away or reposition should be a bigger focus than pain compliance PPCTs or striking

Never played on hard mode but I will tell you that's naturally on how the game is very unforgiving and that's one of the reasons why I like SWAT 4

(have to hit 4 pepperballs before the gas stun triggers, but gas procs and resets stun every half second)

technically you just need to gas them for 800 seconds to incap, and another 800 seconds to kill
