Yeah just move quick. Bring bigger guns like rifles because the shooters have very heavy armor. If you're playing with multiple people, you need to split up and cover more ground. Save the bombs for later. Prioritize the shooters first. The School is confusing, but distinguishable by the different colored sections: red, blue, green. Split up and search the colored areas until their clear and just keep moving on. Flashes are good on this level. Travel in pairs if you're affraid of dying but all players have to move quickly to clear the building.

You can tell civs to move to exit. Leaving them around in that level gives the suspects a chance to loop back into them on accident and then the civs can get shot.

Unfortunately this can lead to the same problem. If you send civs back to exit through areas you haven't cleared there's always the possibility that they could accidentally run back into the path of a suspect.

It's important to remember the areas you've cleared so you know for sure the civs won't run into trouble on the way back.

I normally play duos so I'm not sure I can help you much with the AI. Personally if it was me I would just move through the buildings quickly and tell them to follow. Maybe have them split into teams of two when you run into hallways with multiple door, make each pair clear a door/room while you're moving into a third. It's ballsy but speed is you're ony ally on that level. As soon as both you're teams call put that they've cleared an area, have them fall back in and repeat until you're done.

Narcos is one of my favorite to run. It's small but there's lots of crossing paths to look out for and the enemies are hard to deal.

Valley of the Dolls is also pretty classic. Lots of elevation and wrap around rooms for you to get flanked or to flank suspects.

its not bugged its just very specific in what you need to do

and there's no meter to gauge distance so you kinda just need to be as far as you can to even get close to getting the achievement
