i think i can add to the discussion. This was talked about my mod's new armor and lethality rules, but all aspects of the game can enter the discussion about 'realism'. Someone asked me the exact changes i made to armor, the response:

They'll be less durable and protect less, depending on their level and the rounds that hit them. AR rounds will be lethal as they should.
The problem, from a realism standpoint is that the game does not portray the very real shockwave produced by hi-speed heavy rounds. Even if the armor defeats them, most of their impact will still be transferred to the operator's body, which WILL damage and stun the guy, getting him down and out of the fight for some time (seconds, minutes... more than enough to be finished if he can't leave / be dragged out of the hot zone). Imagine getting punched on your chest three times by Mike Tyson.

This is not accurately depicted by the game.
If your armor 'protects you', you can just continue on, like nothing happened, which is unacceptable. So the closest compromise I could get to was to water armor down. Everyone will be on the ground with a couple of AR shots. Dead or alive? Makes no real difference for the scope of this game.

High lethality is the ONE unnegotiable factor for a true tactical shooter.

Does this mean it's now 100% realistic? Well, no, of course. I'm just bringing the experience a little closer to the real thing. Gameplay balancing still applies, like it does in all games, tactical or not.

They were still being planned and worked on, the "map planning" is drawing lines on a jpeg while the older versions had favors you could call in to change the map
And ladders were on thr PVP branch and proved why they're insanely tricky to put in a game with their current implementation

Some of the raise contradictions are easily solved by modding and should be if someone wants to get closer to agency-accurate.

1. Combat realism - moving speed, lethality, accuracy, taking cover, weapon management, etc, which is something that any tactical shooter should try to provide the best way possible, and
2. Experience realism - number of operators on scene, the paperwork simulator (i love joking about it), the donut eating, which this game, and any other game should avoid like the plague.

nah, most of point 2 is just boring. SOME of it can, with a large ammount of game trickery, become compelling. Interrogations, investigations, detective work, interpersonal relations, training... that stuff can (or even should) be better explored by the game.
For instance, the evidence room could add minigames that could lead you to a 'eureka' moment and may uncover one or two hidden scenarios in the campaign. stuff like that would add importance to the precint map and make it useful to advance the campaign. maybe the next mission would be locked until you interrogate someone you brought to jail. Stuff like that could add a LOT of fun to the game

I will admit there are some areas where weapons can fall out of bounds. I haven't experienced this since the patch, but, if you can't deal with it switch to the next mission and stay away from it. Also, one useful thing I do is I run solo with swat AI, have them on hold, and let them do all the cleanup afterwards
